Two government funds can contribute towards a cancer treatment bill in Telangana: the Chief Minister’s Relief Fund, run by the Chief Minister’s Office, Government of Telangana, and the Prime Minister’s National Relief Fund, run by the Prime Minister’s Office. Can the CM Relief Fund or PM Relief Fund pay for cancer treatment?
Yes, both funds can contribute towards cancer treatment — and neither is automatic. The Telangana Chief Minister’s Relief Fund and the Prime Minister’s National Relief Fund make one-time, discretionary grants towards a medical bill. You apply with a documented diagnosis, a hospital cost estimate and proof of income. Approval, the amount and the timing are decided case by case.
That last sentence is the one families are rarely told. These are relief funds, not insurance. No official, no hospital and no agent can promise you a sanction, a figure or a date — and anyone who does is not speaking for the fund. What you can control is the quality of the file you submit and the order in which you submit it.
The order matters more than most people expect. Your health-scheme cover comes first: both funds want to see what Ayushman Bharat (PM-JAY) or Aarogyasri paid and what it left unpaid before they consider a grant. A relief-fund application built on top of a settled scheme claim is a much stronger file than one submitted in its place.

Did you know?
The Prime Minister’s National Relief Fund is not funded from the Union Budget. The Prime Minister’s Office states that PMNRF consists entirely of public contributions and receives no budgetary support. That is exactly why its grants are one-time, discretionary, and sized against what the corpus can release — not against what your treatment costs. It is also why no official can quote you an amount before a decision is taken. Treat any promise of a fixed sanction as a warning sign, and verify the current application route on the official Prime Minister’s Office channel before you post anything.
CM Relief Fund or PMNRF — which one is which?
They are separate funds run by separate governments. Applying to one does not register you with the other, and most families in Telangana apply to both.

Who is eligible for a relief-fund grant?
Neither fund publishes a tick-list you can score yourself against, because both are discretionary. These are the six things that are assessed in practice, and the one myth that stops families applying at all. Open each entry.
Residence — and it decides which fund you start with
The Telangana Chief Minister’s Relief Fund considers requests from residents of the state, which is why a residence proof and a local address on your ration card matter. The Prime Minister’s National Relief Fund is national, so residence in Telangana is not a barrier there. If you have moved to Hyderabad from a district or from another state for treatment, sort out which address your documents actually carry before you file — a mismatch between the address on your Aadhaar, your ration card and your hospital record is one of the commonest reasons a file is sent back.
A documented diagnosis and a treatment plan that has not happened yet
Both funds assess a planned course of treatment with a cost attached, not a vague need for help. That means a histopathology or biopsy report confirming the diagnosis, and a written plan from the treating oncologist naming what is proposed — surgery, chemotherapy, a radiotherapy course, or a combination — with an estimate on hospital letterhead. Applying after the bill has been paid in full is a much weaker position than applying while the treatment is still ahead of you, so start the file as soon as the plan is settled rather than after the first cycle is over.
Certified income — the single paper that decides most applications
Both funds exist for households that cannot meet the cost of treatment, and both want that established on paper rather than asserted in a letter. An income certificate from the competent revenue authority is what carries weight; a white or BPL ration card supports it. Income thresholds are not fixed forever and are revised from time to time, so do not rule yourself out on the basis of a figure someone quoted you last year. Ask your district revenue office what the current requirement is, and start this certificate on day one because it usually takes the longest to obtain.
Where you are being treated — check the hospital qualifies
Relief funds normally release money to the treating hospital, so the hospital has to be one the fund will pay and it has to be willing to be part of the application. This is a practical check, not a formality. Ask your hospital’s billing or welfare desk two questions before you file: has this hospital received relief-fund sanctions before, and who here signs and stamps the estimate? A hospital that has done it before will hand you the format. One that has not may need a week to work it out, and that week is time you would rather not lose.
What your health scheme already paid — settle this first
Ayushman Bharat (PM-JAY) and Aarogyasri are cover you may already be entitled to, and relief funds expect you to use them first. Both schemes list cancer packages and both work only at empanelled hospitals. Get your approval, part-payment or rejection letter, because that letter is what demonstrates the gap you are asking the relief fund to fill. Families who skip this step are often asked for it later and lose weeks. If you are salaried, check ESI, CGHS, ECHS or an employer policy in the same week — those are separate entitlements, not alternatives to a grant.
What does not, by itself, disqualify you
Several beliefs stop families applying who might otherwise have been considered. Having a scheme card does not disqualify you — the gap after the scheme pays is precisely what a relief fund is asked to cover. Having applied before, or having been refused before, does not bar a fresh application when circumstances or the treatment plan change. Living in a district rather than Hyderabad does not weaken a state application. And applying to both funds at once is not a duplicate claim, provided you disclose it honestly on each form. None of this guarantees a grant; it only means the door is not closed before you knock.

How do I actually apply for the CM Relief Fund in Telangana?
Six steps, in this order. Files are returned far more often for a missing certificate or an unsigned estimate than for the family’s circumstances.
Get the diagnosis and the plan in writing
Ask your treating oncologist for the histopathology report, a diagnosis summary, and a treatment plan with a cost estimate on hospital letterhead, signed and stamped. Neither fund will assess a file without it.
Record your health-scheme position first
Check Ayushman Bharat (PM-JAY), Aarogyasri, employer cover or a private policy. Both funds want to see what the scheme paid and what it left unpaid, so get the approval, part-payment or rejection letter before you apply.
Obtain the income and residence certificates
Apply to the competent revenue authority for an income certificate and proof of residence. These two papers decide more applications than any other and they take the longest to obtain, so start them on day one.
Have the file endorsed by the treating hospital
Ask the hospital’s medical social work or welfare desk to check the file and countersign it. An endorsed application from a treating unit carries weight that a cold submission does not.
Submit through the prescribed channel for that fund

How long does a relief-fund sanction take?
Weeks rather than days, and sometimes longer. Neither the Chief Minister’s Office nor the Prime Minister’s Office publishes a guaranteed decision time for a medical assistance request. So nobody — not your hospital, not a middleman — can promise you a date. What speeds a file up is being complete on the day it is submitted.
Three things reliably slow an application down. An income certificate that is still being processed. An estimate that is unsigned or unstamped. And a file routed the wrong way — posted to an office that does not receive applications instead of going through the prescribed channel. All three are avoidable in the first week if you know to look for them.
Do not pause treatment waiting for a sanction. This is the most important sentence on this page. Tell your oncology team plainly that there is a funding gap. A radiotherapy course or a systemic-treatment schedule can often be sequenced or phased so that treatment starts while an application is still moving, and the clinical cost of a delay is usually higher than the financial cost of starting.
Apply to more than one source at the same time rather than one after another. The two relief funds are separate authorities, so a parallel application is not a duplicate claim as long as you disclose it on each form.
