Most families in Telangana can get some or all of a cancer operation paid for. The routes are Aarogyasri, Ayushman Bharat, the employee schemes CGHS, ECHS, EHS and ESI, the Chief Minister's and Prime Minister's relief funds, and charitable trusts. The first stop is the hospital's scheme desk, before admission and before any loan. This page tells you which route fits, what to bring and what none of them pays for. The short answer

Where can you get financial help for cancer surgery in India?

Most families in Telangana can get some of the cost of a cancer operation paid by a government scheme, and many can get all of it. The routes are Aarogyasri, Ayushman Bharat, the employee schemes (CGHS, ECHS, EHS and ESI), the relief funds run by the Chief Minister and the Prime Minister, and charitable trusts. The first step is the hospital's scheme desk, not a loan.

Why the hospital desk comes first

Every empanelled hospital has a person whose job is to fit you into the right scheme and file the paperwork. They know which operations are listed, which documents are needed and how long approval takes. Ask for them on the first visit. At CION this is the patient support desk, and there is no charge.

Who this help does not reach

Schemes pay for listed operations at empanelled hospitals in a standard room. If you want a private room, choose a hospital that is not empanelled, or need an operation that is not listed, most of these routes fall away. Relief funds and trusts then become the main options.

This page describes routes, not entitlements. Whether you qualify, and for how much, is decided by the scheme office.

The routes

Which scheme are you likely to qualify for?

Start with the one that matches your card. You can hold more than one.

Aarogyasri (Telangana)

The state scheme for families holding a food security card. It pays the hospital a fixed package rate for listed cancer operations, so your own share at an empanelled hospital is usually small or nothing.

You will need

  • The ration card and Aadhaar
  • A referral or the hospital's own registration

Ayushman Bharat (PM-JAY)

The central scheme, run in Telangana alongside Aarogyasri. It covers listed operations up to a fixed annual limit per family. Many families are eligible without knowing it; the scheme desk can check.

CGHS, ECHS, EHS and ESI

For central government staff and pensioners, ex-servicemen, state employees and workers on ESI respectively. Each has its own referral rules and rate list. Bring the card and ask which hospitals near you are recognised.

Relief funds and trusts

The Chief Minister's Relief Fund, the Prime Minister's fund and the Health Minister's Cancer Patient Fund give one-off grants toward treatment. They take time, and they usually pay the hospital, not you. Charitable trusts and NGOs sit alongside these.

Apply early. Grants are slow, and surgery should not wait for them.

How do you actually get the help, step by step?

Find the scheme desk

On your first hospital visit, ask for the Aarogyasri or patient support desk. Take every card the family holds. They will tell you which route fits and whether this hospital is empanelled for it.

Get the operation named

The surgeon writes the operation the way the scheme lists it. That wording, plus the biopsy report and scans, is what the scheme office approves. A vague name delays the approval.

File before admission

Scheme approval, called pre-authorisation, is sought before you are admitted. If you are admitted first and apply after, the scheme may refuse to pay for the days already spent.

Apply for relief funds in parallel

If the scheme does not cover everything, start the relief fund or trust application the same week. These need an estimate letter from the hospital, the reports and an income certificate.

Keep every receipt

Some help is paid after the event against bills. A folder of receipts, discharge summary and reports is what turns a promise into money.

What documents should you keep together?

  • Aadhaar cards of the patient and the person applying
  • Ration or food security card, and any scheme card the family holds
  • Income certificate from the MRO or Tahsildar, for relief funds and trusts
  • The biopsy report and every scan report
  • The hospital's estimate letter naming the operation and the cost
  • A letter from the treating surgeon, on hospital letterhead
  • Bank passbook copy, where the fund pays the family directly
  • Every receipt and the discharge summary, for claims paid afterwards

On the forms

What do the words on the scheme forms mean?

Empanelled
The hospital has an agreement with the scheme and can treat you under it. A hospital not empanelled for your operation cannot bill the scheme for it.
Package rate
The fixed amount the scheme pays the hospital for a listed operation, covering the stay, theatre and usual consumables. It is paid to the hospital, not to you.
Pre-authorisation
The scheme's approval, given before admission, that it will pay for this operation at this hospital. Without it the hospital bills you.
Co-payment
The share you pay yourself when a scheme or policy covers only part of the bill. Ask for the figure in writing before admission.
Sanction letter
The written grant from a relief fund. It names the amount and the hospital it will be paid to.

Commonly believed

Four things families believe about financial help, and what is true

"We are not poor enough for a scheme."

Aarogyasri is tied to the food security card, not to a judgement about your home. Ayushman Bharat uses a national list that includes many families with steady work. Let the scheme desk check before you rule yourself out.

"Scheme surgery means a different, cheaper operation."

The scheme pays a fixed rate for the same operation the surgeon would do for a paying patient. What changes is the room category and sometimes the waiting time. The surgeon, the theatre and the tissue report are the same.

"We should take a loan now and sort the scheme out later."

Most schemes will not pay for days spent before approval. Borrowing first can turn a covered operation into an uncovered one. Ask the scheme desk how fast approval can come. Only if the surgeon says the operation cannot wait for it should you look at other money.

"Crowdfunding is the quickest route."

It can help for gaps the schemes do not cover, but it is slow, public and unpredictable, and the platforms take a fee. Exhaust the scheme, the relief funds and the hospital's own trust first. Those pay the hospital directly and do not depend on strangers.

What can this page not tell you, and what should you do next?

This page cannot tell you what you will be granted. Eligibility is decided by the scheme office against its own list and your documents, and the ceilings change. What it can tell you is where to start.

What no scheme pays for

Travel, the attendant's food and stay, time off work and medicines after discharge usually sit outside every scheme. These are the costs that hurt families most, because nobody warns them. Plan for them separately, and ask whether the hospital runs an attendant dormitory or a subsidised canteen.

Do not let the money delay the operation

If your surgeon has said the operation should happen soon, tell the scheme desk and ask for the approval to be marked urgent. A relief fund grant can arrive after the operation and still be applied to the bill.

What to do now

Take every card and every report to the scheme desk. Ask three questions: is this hospital empanelled for my card, is this operation listed, and what will I pay myself. Common questions about financial help for cancer surgery

We do not have a ration card. Is there any help at all?

Yes. Ayushman Bharat eligibility is checked against a national list, not the ration card, and the scheme desk can look you up. The Chief Minister's Relief Fund and the Health Minister's Cancer Patient Fund accept applications with an income certificate. Hospital trusts and NGOs are the third route.

How long does Aarogyasri approval take for a cancer operation?

Usually a few days once the surgeon's note, the biopsy and the scans are uploaded. Missing documents are the usual cause of delay, not the scheme. If the surgeon has said the operation is urgent, ask the desk to flag it; urgent cases are handled faster.

Can I use Aarogyasri and my private insurance together?

Not for the same bill at the same time, in most cases. The hospital will usually put the operation under one route and the other may cover items the first leaves out, such as medicines after discharge. Ask the scheme desk which order works better for your policy.

Does the Chief Minister's Relief Fund pay the family or the hospital?

Usually the hospital. The sanction letter names the hospital and the amount, and the hospital adjusts the bill. Apply through the local MLA's office or the CMRF portal with the estimate letter, the reports and an income certificate.

My father is a retired government employee. Which scheme is his?

State pensioners in Telangana usually come under EHS, central pensioners under CGHS, and ex-servicemen under ECHS. Each has a card and a list of recognised hospitals. Take the card to the scheme desk; they will tell you whether a referral is needed first.

Will the scheme cover chemotherapy or radiation after the operation?

Often, but as a separate package with its own approval. Surgery approval does not carry over. Once the tissue report is back and the next step is decided, go back to the scheme desk and file again. Ask this on the first visit so nobody is surprised later.

What if the operation is not on the scheme's list?

Ask the surgeon whether a listed procedure code describes what is planned; often one does. If not, the relief funds and hospital trusts become the main route, and a written estimate is what they need. Do not assume the answer is no until the desk has checked.

Does CION help with the applications?

A shaped or image-guided delivery costs more than a conventional one, and is chosen on clinical grounds rather than preference.

How many sessions

The total is driven by the number of sittings or cycles, not by a single per-visit figure.

Supporting tests

Scans, blood work and pathology done alongside treatment are billed separately.

Your cover

Aarogyasri, CGHS, ECHS, EHS or cashless insurance usually change the out-of-pocket figure substantially.
