Yes. NTR Vaidya Seva is the Andhra Pradesh government's health scheme, and cancer surgery is on its list of covered operations. Eligible AP families are treated cashless at hospitals on the scheme's network, with a fixed package paid to the hospital for each listed procedure.
Why this matters to families reading in Hyderabad
Many families from the AP districts come to Hyderabad for a cancer opinion or an operation. The scheme is an AP scheme, so the question is not whether it covers surgery but whether the hospital you are sitting in is on the AP network right now. That list has changed more than once since the two states separated, and it is not the same list as Telangana's Aarogyasri network.
Who it is not for
It is meant for families holding an AP scheme card, usually linked to the white ration card or the income limits the state sets. A Telangana family cannot use it, and an AP family cannot use it at a hospital that is not on the AP network, however close that hospital is to home.

Who can use the scheme, and what you need to show
The card
Eligibility runs through the family's AP ration card or health card and the income rules the state publishes. If you are unsure, the scheme desk at any network hospital can check the family on the portal in a few minutes.
The diagnosis
The scheme pays for a named operation, so the hospital needs a confirmed diagnosis before it can ask for approval. Bring the biopsy report (the tissue test that confirms cancer) and every scan.
The referral
Most planned admissions start at a network hospital or a government health centre, which raises the case on the portal. Walking into a private hospital without that step can leave you paying as a private patient.
The hospital
It has to be empanelled with the AP scheme for surgical oncology. Ask that exact question at the front desk, and ask whether the empanelment is current, because a hospital can be on the list one year and off it the next.

What the route looks like from diagnosis to discharge

Diagnosis confirmed
Surgery is not approved on suspicion. The biopsy and the staging scans have to be done first, and those may or may not be billed to the scheme depending on where they were done.

The scheme desk raises the case
The Arogya Mitra at the hospital checks the card, uploads the reports and the surgeon's plan, and asks the trust for a package code.

Pre-authorisation comes back
The trust approves, queries or refuses. A query usually means a report is missing, not that the operation is declined. This step is where most of the waiting happens.

Admission and the operation
Everything inside the approved package is paid by the scheme. Items outside it, if any, should be named to you in writing before the admission.

Discharge and follow-up
You sign the scheme papers and should be given a summary showing what the scheme paid. Some conditions carry follow-up medicines under the scheme; ask whether yours does before you leave.

"Our card will not work anywhere in Hyderabad."
It depends on the hospital, not the city. Some Hyderabad hospitals are on the AP network and some are not, and the list changes. Ask the hospital's scheme desk before you travel rather than assuming either way.
"If we have an Ayushman card as well, that is the same thing."
It is a different scheme with a different network. PM-JAY cards are portable across states, so at a PM-JAY empanelled hospital in Hyderabad the Ayushman card may work where the state card does not. Carry both.
"The scheme pays the whole bill."
It pays the package. A room upgrade, an implant the code excludes, an attendant's food and lodging, travel and most medicines after discharge are the family's own costs. Ask what is outside before you sign.
"We should wait until we are back in AP to use it."
If the hospital treating you is on the AP network, the scheme can be used where you are. If it is not, going home to a network hospital is a real option, and the treating team can send the reports with you. Do not delay surgery to sort out paperwork alone.

- An Ayushman Bharat card if the family has one
- A phone number that will be answered, for the approval call
- Copies of everything, because the originals may be kept for a day
Being straight with you
What this page cannot tell you
This page cannot tell you whether a particular hospital is on the AP network this month, whether your family's card is active, or whether the operation your surgeon is planning has a package code under the scheme. Those three answers come from the scheme desk and the official hospital list, and they can all change.
It cannot tell you whether to have the operation
Whether surgery is the right step is a decision for the treating team, weighed against the type of cancer, its stage (how far it has spread) and your general health. The scheme decides only what it will pay for. A refusal from the trust is a paperwork answer, not a medical one, and it can often be appealed with the missing report.
What to do next
Call the hospital where the surgeon sits and ask two questions: are you on the AP scheme network for surgical oncology, and is that empanelment current. If the answer is no, ask whether they accept Ayushman Bharat, and ask your surgeon which AP network hospital could do the same operation nearer home.

Is NTR Vaidya Seva the same as Dr YSR Aarogyasri?
It is the same Andhra Pradesh scheme under a different name. The name has changed with the government of the day, and cards issued under the older name are generally still honoured. If a hospital desk is unsure, ask them to check the family on the scheme portal rather than judging by the card's printed name.
Can we use it at a private hospital?
Yes, if the private hospital is empanelled with the AP scheme for the speciality you need. Empanelment is by hospital and by speciality, so a hospital may be listed for heart surgery and not for cancer surgery. Ask the specific question.
How long does approval take?
Usually a few days for a planned operation, sometimes longer if the trust asks for another report. The scheme desk can see the case status on the portal. A query is not a refusal, and a refusal can usually be answered with the missing document.
Does it cover chemotherapy and radiotherapy too?
Both are listed under the scheme as separate packages, each with its own approval. Because the yearly cover is shared by the whole family, ask the desk to think about the whole course of treatment, not only the operation, so that nothing runs short later in the year.
Will the hospital ask us for a deposit?
Not against items inside the approved package. A deposit may be asked for things outside it, such as a private room or an implant the code does not cover. If you are asked for money, ask for a written note of what it is for and check it against the package code.
What if the operation is refused by the trust?
Ask the scheme desk for the reason in writing. Most refusals are for a missing report or a package code that does not fit, and both can be corrected and resubmitted. If the operation is genuinely not on the list, ask about Ayushman Bharat and the relief funds as the next routes.
Are the follow-up visits covered after we go home?
Some listed conditions carry follow-up care and medicines under the scheme for a period after discharge. Whether yours does depends on the package approved. Ask before discharge and get the answer written on the discharge summary, because it is hard to sort out from a district town later.
