Does Ayushman Bharat — Cover Targeted Therapy?
Many families assume that an Ayushman Bharat card means targeted therapy is paid for. The reality is more complicated — and knowing exactly what is and is not covered before treatment starts can change the financial plan significantly.

- Coverage varies by drug — Some targeted therapy drugs fall within PM-JAY packages; many newer agents are not listed at all.
- The ₹5 lakh ceiling goes fast — Ongoing targeted therapy can exhaust the annual family ceiling within a few months of treatment.
- State schemes add another layer — Aarogyasri in Telangana and NTR Vaidya Seva in AP can cover costs that PM-JAY does not reach.
- A counsellor can check in one session — A financial counsellor can look up your specific drug against all applicable schemes before your first cycle.

PM-JAY (Ayushman Bharat) covers cancer care through fixed package rates, which include some targeted therapy treatments but not all — especially newer drugs. The ₹5 lakh annual family ceiling is often reached quickly. In Telangana and AP, state schemes add a layer of support. A hospital financial counsellor can tell you what your specific drug and card combination actually covers.
How much does targeted therapy cost, and what can schemes cover?
| Treatment category | Indicative monthly cost (2025) | What schemes may cover |
|---|---|---|
| Older oral targeted therapy — generic available | ₹3,000 – ₹15,000 | Often within PM-JAY package rate; state scheme top-up may apply |
| Branded oral targeted therapy — common cancer types | ₹50,000 – ₹1,50,000 | Package rate applies; drug cost gap often remains; manufacturer assistance available |
| Newer or second-line branded targeted therapy | ₹1,50,000 – ₹4,00,000+ | Limited scheme coverage; manufacturer patient programmes are the main route |
| IV targeted therapy — per cycle | ₹25,000 – ₹2,00,000 per cycle | Some cycles within PM-JAY package; additional cycles may be billed separately |
What does PM-JAY actually cover for targeted therapy?
PM-JAY reimburses treatment through fixed package rates, not individual drug costs. This means the scheme pays a set amount for a cancer treatment episode, and whether your specific drug is included depends on what is listed in the current benefit package.
Surgery, intravenous chemotherapy and radiation are well covered in the package structure. Many oral targeted therapy drugs — particularly those approved in recent years — are either not listed or fall above the package ceiling.
The ₹5 lakh annual ceiling applies to the whole family, not to one patient alone. For targeted therapy taken over months, this ceiling is often reached well before the treatment course ends. Knowing your ceiling, your renewal date and which drugs are listed is what a financial counsellor can establish in one appointment.

What do Aarogyasri and NTR Vaidya Seva add — and what can a counsellor do?
In Telangana, the Aarogyasri Health Care Trust provides support for qualifying cancer procedures beyond what PM-JAY covers. In Andhra Pradesh, Dr. NTR Vaidya Seva works similarly. Both schemes are available at empanelled hospitals and can, in eligible cases, layer on top of PM-JAY.
If your drug is not on any scheme list, a counsellor's next step is manufacturer patient assistance programmes. Several pharmaceutical companies run income-based programmes that can substantially reduce the cost of their own drugs for eligible patients. Where a generic version exists and is clinically appropriate for your situation, that option is also explored.
A CION financial counsellor can check your eligibility across PM-JAY, your state scheme and manufacturer programmes in a single appointment — and give you a plain-language picture of your expected out-of-pocket cost before your first cycle begins.

Did you know?
PM-JAY launched in 2018 with more than 1,900 health packages — including a substantial number of cancer procedures. That package structure was built primarily around inpatient surgery, intravenous chemotherapy and radiation.
Most oral targeted therapy drugs, which patients take at home and which have become a growing part of cancer care, were not part of the original package design. Whether your specific drug is listed has a definitive answer — a financial counsellor can find it the same day.

Frequently asked questions
Does my Ayushman Bharat card cover the cost of targeted therapy tablets?
It depends on which drug you are taking and whether it appears on the current PM-JAY benefit list. Some oral targeted therapy drugs are included within oncology packages; many newer ones are not. Even when your drug is listed, the scheme reimburses at a fixed package rate, so there may be a remaining balance. Your financial counsellor can check your specific drug against the current list before your first cycle and tell you exactly what is and is not covered.
What is the ₹5 lakh PM-JAY limit — does it reset every year?
The ₹5 lakh ceiling covers the whole family, not just one member, and resets on the annual renewal date linked to your card rather than your treatment start date. Cancer treatment — particularly targeted therapy taken over many months — routinely exceeds this ceiling. Knowing your renewal date matters for planning. In Telangana and AP, your state scheme may provide support once the PM-JAY ceiling is reached, so asking your counsellor to check both at the same time is worthwhile.
Can I use PM-JAY and Aarogyasri or NTR Vaidya Seva at the same time?
Yes, in many situations. Both state schemes are designed to work alongside PM-JAY — covering costs that PM-JAY does not reach, or providing support once the PM-JAY ceiling is exhausted. Whether both apply to your specific treatment depends on your card status, the procedure and the hospital. A CION financial counsellor can check eligibility for both in the same appointment rather than requiring separate applications.
What if my targeted therapy drug is not listed in PM-JAY or my state scheme?
Several other routes are worth exploring. Many pharmaceutical manufacturers run patient assistance programmes that can substantially reduce the cost of their drugs for patients who meet income criteria. Where a generic version of your drug exists and your oncologist considers it clinically appropriate, the cost difference can be significant. Your financial counsellor and oncologist together can identify what is available for your specific drug and whether any of these routes applies to your situation.
Are there government programmes for free or subsidised targeted therapy in India?
The Jan Aushadhi scheme provides generic medicines — including some older targeted therapy drugs — at substantially lower prices than branded versions. Government cancer hospitals and AIIMS centres may have access to drugs through ICMR or state procurement programmes. The availability of specific drugs through these routes changes, so asking your team to check current options rather than relying on information from a year ago gives the most accurate picture. Your counsellor can advise on what is currently available for your specific drug.
What should I bring to the financial counsellor appointment?
Bring your PM-JAY or Ayushman Bharat card, your state health card (Aarogyasri or NTR Vaidya Seva), your Aadhaar card, your oncologist's treatment plan or prescription, and any previous treatment bills. If you have a private health insurance policy, bring that document as well. With these, the counsellor can check scheme eligibility, look up your drug against current listings, estimate your out-of-pocket costs and identify whether a manufacturer assistance programme applies — all in one session.
